This government building ordered by Public Works Canada and done for Hervé Pomerleau Inc., called for the fabrication and installation of 2,800 tons of architectural and structural stainless steel. Completed in 1994, the project made the architects firm, The Ikoy Group Inc., win Canada's highest award, the Governor General's Medal for Excellence, in 1999.

The design required that the architectural stainless steel components be used as visible ornamental elements of the building, which implied fulfilling rigorous surface treatment requirenents for the exoskeleton of the building. Curved roof members were fabricated of complex built-up stainless steel components and the whole project was completed within a fast 6-month installation schedule.
